Staffing Agencies
For many people coming home, the first paycheck comes through a staffing agency: warehouse, production, and light industrial work that can turn into a permanent job. These are the agencies named on Indiana's second-chance employer list, researched one by one.
Public second-chance evidence (2)
Kelly Services (Kelly)
manufacturing, warehouse, production, light industrial, office/administrative, electronic assembly, science
Kelly runs the Kelly 33 program (launched September 2021), which screens people with non-violent, job-unrelated records one at a time instead of using blanket bans, and Kelly is a member of the Second Chance Business Coalition. Source
Kelly 33 started as a pilot with Toyota in Georgetown, KY: 645 people with records were placed there. Kelly says it asks whether a charge relates to the job, and if it doesn't, you can work. Ask the branch whether a specific client job goes through Kelly 33, because the client's own rules can still apply. Posted Indianapolis industrial pay ranged about $10.50-$38/hr.
LHH Recruitment Solutions (Adecco Group). Accounting Principals and Ajilon were merged into LHH Recruitment Solutions
accounting, finance, office/administrative, professional
The public second-chance evidence is at the parent-company level, not LHH specifically: Adecco USA has published guidance on hiring formerly incarcerated people, and the Adecco Group US Foundation's free Aspire Academy training is described as open to people in reentry. Source
This is one agency listed three times under old and new names, merged here. It places professional and office workers, so background checks are likely. The Adecco evidence belongs to the parent company, and LHH itself has not published a second-chance policy. No Indiana branch was confirmed. Adecco (the light-industrial brand) is a separate entry on the source list.
On the list, no public policy found (27)
Akkodis (formerly Modis; Adecco Group)
IT, engineering, technology consulting
No public second-chance policy found for Akkodis/Modis itself. Its parent, Adecco Group, has published second-chance hiring guidance (see the LHH entry).
Modis was renamed Akkodis in 2022. It places people in skilled IT and engineering jobs, not entry-level work.
Robert Half (Accountemps and The Creative Group now operate under the Robert Half name)
accounting, finance, office/administrative, customer support, IT, marketing/creative, legal
No public second-chance policy found. A third-party background-check vendor page (Checkr, not Robert Half) says records are reviewed case by case.
Three divisions on the source list, merged here. There is also an office in Merrillville (8001 Broadway, (219) 999-9585). Background checks are standard for most placements, and client rules apply.
Aerotek (Allegis Group)
light industrial, warehouse, manufacturing, skilled trades, maintenance, construction
No public second-chance policy found.
Allegis location pages confirm offices in Indianapolis and South Bend. Addresses were not captured.
Elwood Staffing
light industrial, warehouse, manufacturing, production
No public second-chance policy found.
Headquartered in Indiana, with 285+ US locations. Use the branch finder on its website to find the nearest Indiana office. Elwood warns that its recruiters never ask for your SSN, date of birth or bank info before onboarding, and never ask you to pay for equipment or background checks, so treat any such request as a scam. Elwood Cares line: 833-402-8521.
Staffing Resources (Staffing Resources, Inc.)
light industrial, temporary staffing
No public second-chance policy found.
A regional light-industrial staffing firm headquartered in Frankfort, Indiana, per a business-data profile. Founded 1994. The branch list was not confirmed. Because the name is generic, confirm this is the firm the source list meant.
Peoplelink Staffing Solutions
light industrial, assembly, forklift, welding, CNC machining, office/administrative, customer service, data entry
No public second-chance policy found.
In business since 1987. Other Indiana branches were not captured from the homepage.
Forge Industrial Staffing
light industrial, temp-to-hire
No public second-chance policy found.
Founded in 1997. Focuses on temp-to-permanent light-industrial jobs. Offices are open 5am-midnight with 24/7 on-call support, which helps if you're job hunting around a shift or curfew. The address comes from a Decatur Chamber listing. Forge also operates in Michigan.
Edge Industrial Staffing LLC
industrial, skilled trades, manufacturing, distribution/warehouse
No public second-chance policy found.
Indianapolis firm on IBJ's Fast 25 list. The owners say they follow up with each worker on day one, at the end of week one and until the worker is hired on permanently. They also describe themselves as selective about which candidates they send.
First Call Staffing
general staffing, quality inspection (First Call Quality division)
No public second-chance policy found.
Founded in Richmond, IN in 1991. Now based in Indianapolis and operating across the Midwest and South. Its mix of placement types wasn't confirmed, so first_job_friendly is left unknown.
Specialized Staffing Solutions LLC
manufacturing, office/administrative, professional, early childhood education
No public second-chance policy found.
The name is misspelled on the source list. Offices are in Indiana and Michigan; the Elkhart location comes from the source list's county section. It runs an 'Associate Success Program' aimed at keeping placed workers on the job, and recently expanded to Indianapolis.
Nexus Employment Solutions
warehouse, forklift, general labor, assembly, food manufacturing, packaging
No public second-chance policy found.
Found only through job postings in Illinois and Northwest Indiana. The office address was not found.

PROMAN Staffing (US arm of France-based PROMAN Group)
light industrial, logistics/warehouse, skilled trades, office
No public second-chance policy found.
About 95 US agencies, and the group lists Indiana among its states. The Greensburg listing is inferred from its membership in the Greensburg/Decatur County chamber; no address was found.
Remedy Intelligent Staffing (franchise division of Employbridge)
light industrial, clerical/office, skilled, professional
No public second-chance policy found.
Offices are locally owned franchises, so hiring practices vary by office. Employbridge, the parent, is listed separately on the source list. No Indiana office was confirmed.
Volt (Volt Workforce Solutions)
light industrial, office/administrative, IT, engineering
No public second-chance policy found.
The address comes from the Indiana Department of Veterans Affairs job page (which does not state the city) and may be out of date. Volt runs a military and veteran hiring program. Its mix of entry-level and skilled work in Indiana wasn't confirmed.
Purcell Staffing (acquired by Flexible Staffing, 2022)
light industrial, office/administrative, engineering
No public second-chance policy found.
Louisville, KY firm acquired by Flexible Staffing (Illinois) in September 2022. No Indiana office was found; it may serve Southern Indiana from Louisville.

Blue River Services, Inc. (BRS)
employment services, community services
No public second-chance policy found.
Not a typical staffing agency. It is a CARF-accredited nonprofit in Southern Indiana providing employment and community services, mainly for people with disabilities, and it also has a Salem site. It may be an employer rather than a placement agency.
RHM Staffing Solutions
No public second-chance policy found.
Appears to be Chicago-based, per a Top Workplaces listing. No Indiana office or job types were confirmed.
Summit Staffing (Indiana match not confirmed)
No public second-chance policy found.
The only 'Summit Staffing' found is in the Denver, CO area. It could not be matched to an Indiana firm.
22nd Century Technologies, Inc.
IT, government contracting, professional
No public second-chance policy found.
IT and government-services staffing. Government contract jobs often require stricter background or clearance checks.
Yoh, a Day & Zimmermann company
IT, engineering, life sciences, healthcare IT
No public second-chance policy found.
Places people in skilled technical and professional roles.
Cognizant (Cognizant Technology Solutions)
IT, business process services
No public second-chance policy found.
An IT services employer, not a staffing agency.
Alight Solutions
office, customer service, HR/benefits administration, IT
No public second-chance policy found.
An HR and benefits outsourcing employer, not a staffing agency. Its work involves handling people's personal and financial data, so expect background checks.
nVent (nVent Management Company)
manufacturing, engineering, office
No public second-chance policy found.
An electrical products manufacturer, not a staffing agency. It probably belongs in the employer list rather than the staffing list.
ArcaMax Publishing
publishing/media
No public second-chance policy found.
A publishing company, not a staffing agency. It is probably miscategorized on the source list.
These agencies appear on the published second-chance list, but we did not find a public statement or program. Many still place people with records; ask the recruiter directly.
